I will put to it together from the reports that I have read and what I was told by an officer at the seen.
It all started On Saturday January 05, 2019 because of a report of a suicidal person in California.
Shortly before the crash, the California Highway Patrol had shut down southbound traffic on I-15 just south of Primm for a vehicle pursuit, creating heavy traffic congestion.
The crash was reported just after 8:10 a.m. As you can see that they sent out two helicopters. As some time goes by the one turns back to Las Vegas. Several Ambulances go the the seen of the accident. The crash had two tractor-trailer rigs and seven passenger vehicles.
They shut down freeway in both directions for the helicopter to land on the highway. They then pick up the driver of the semi truck that was in critical condition was flown to University Medical Center. He was in the mangled truck that hit the other semi hauling doubles causing the trailers to be pushed up and over the concrete barrier. After bouncing off the trailer the driver continued to run up attested cars to his finale resting stop.
The other driver was driven to the hospital with unknown injuries. Saturday afternoon driver was in stable condition.
Nevada Highway Patrol now open the north bound lanes of traffic to clear out then they stop tragic to let the south bound traffic threw the median to go back north. Then they keep alternating on-tell all the traffic from south bound is all cleared from all the lanes.
Nevada Highway Patrol Trooper Travis Smaka said that initial reports indicated the crash occurred when a semi failed to stop in time as troopers slowed I-15 traffic at Jean. But as you can see I drove by Jean, NV maybe that was a typo or they had a car out in front of the group of traffic that started at Jean. Either way the accident was 1 mile to 1 1/2 miles from Primm, NV.
Highway Patrol Trooper Jason Buratczuk said Saturday afternoon that the vehicle involved in the pursuit did not cause the crash but I will let you deside on that. Here are your choices on who is to blame?

At the end of the chain of advents, semi truck, for unknown reasons, failed to brake and slammed into another semi truck and 7 passenger vehicles. Then had everything cleaned up and all the lanes open by 5:45 p.m.
On a personal note, I can’t believe only 25 to 35 gallons of diesel fuel had spilled onto the highway during the crash. When most trucks carry twin 100 gal tanks or twin 120 gal tanks.
